Miller³ Consulting, Inc., formerly D.J. Miller & Associates, Inc., was founded by the late Dave J. Miller, Sr. in 1986.  Mr. Miller’s experience grew out of his family’s 150-year ownership of Miller Farms—at one time, the largest African American-owned farm in the Southeast—and his experience at the City of Atlanta, where he created the first minority business program, which was later modeled by the U.S. DOT. As the city’s first African American procurement director, Mr. Miller operated on the strong belief that public-sector procurement systems should be fair, open, transparent, efficient and above all, inclusive and of unquestionable integrity.  

With this foundation, Mr. Miller built a firm committed to Excellence in Public Sector Management℠.   Over the course of its 32-year history, Miller³ Consulting, Inc. (M³ Consulting) and its predecessor, D.J. Miller & Associates, Inc., has provided consulting and advisory services to Presidents, Heads of State, Cabinet Secretaries and Ministers, Governors, Mayors and numerous government officials at the international, federal, state and local levels.  Shortly after the firm’s founding, in 1988, D.J. Miller & Associates, Inc. conducted the country’s first disparity study for Hillsborough County, which correctly anticipated the direction of the U.S. Supreme Court in Richmond v. Croson in 1989.

The firm continues its family ownership and commitment to Excellence in Public Sector Management℠.  Dave J. Miller, Jr. and Lauren Miller are expanding the M³ Consulting legacy with fresh energy and new experiences.  Both have worked with Miller3 Consulting, Inc. (and the former D.J. Miller & Associates, Inc.) on disparity studies and other projects for a combined 28 years.

    Dave J. Miller, Sr. founded Miller³ Consulting, Inc., formerly D.J. Miller & Associates, Inc.

  • 1989

    Created the disparity study industry, when our first disparity in Hillsborough County, prior to Richmond v. Croson, correctly anticipated the direction of the U.S. Supreme Court in Richmond v. Croson. Hillsborough, when challenged shortly after the study’s completion, withstood the lawsuit.

  • 1990

    Created the Airport Minority Advisory Council.

  • 1992

    Once again anticipated the direction of the lower courts interpreting Richmond v. Croson by developing RWASM, ready, willing and able availability analysis, which has been adopted by the U.S. Department of Transportation and the 6th Circuit.

  • 1993

    Created the Algorithmic Target MethodologySM, a goal-setting methodology that, once installed, automatically computes project and overall goals, based on actual availability and past utilization.

  • 1995

    Began to perform DS IIs for our clients to ensure that their disparity studies remained up-to-date and consistent with current case law.

  • 1998

    Recognizing that many agencies were nearing their sunset periods for their race/gender-conscious programs, and developed a model aggressive race/gender-neutral program.

  • 2002

    Developed the National Institute on Inclusion, which provides interactive training and intense role-play on the most difficult procurement and M/WBE issues that a public entity can face.

  • 2003

    Designed the Procurement AnalyzerSM to allow public entities to enhance their current database system in a manner that addresses the particular tracking and monitoring needs of purchasing and M/WBE program initiatives. Procurement AnalyzerSM also allows public entities to compute internally availability, utilization and disparity calculations by project and overall;

    Completed article in MBE Magazine on the application of the U.S. Supreme Court’s ruling in Gratz v. Bollinger and Grutter v. Bollinger, diversity in education, to public procurement.

    Developed first-tier and second-tier programs of inclusion for organizations that rely heavily on preferred vendors.

    Expanded Availability Model to capture three levels of availability: RWASM, Public Sector and Marketplace.

  • 2009

    Provided organizational self-assessment parameters for determining susceptibility to litigation of M/WBE program (MBE Magazine, July/August 2009).

    Enhanced statistical and procurement analysis' focus on procurement decision-points to insure that any potential organizational discriminatory or exclusionary outcomes based on implicit or unconscious bias should be identified for more in-depth exploration.
