1972
D.J. Miller Graduates Morehouse College
Dave J. Miller, Sr. graduates from Morehouse College in Atlanta — becoming a proud member of Omega Psi Phi, Psi Chapter. His first role: management trainee at General Motors.
1970s
City of Atlanta — A Founding Role in MWBE
Dave joins the City of Atlanta under Mayor Maynard Jackson — Atlanta's first Black Mayor. As Director of the Office of Contract Compliance, he creates and implements one of the most successful MWBE programs in American history.
1980s
Airport Development & Historic Land Transactions
As Director of Airport Development at Hartsfield International, Dave negotiates over $450M in annual transactions and orchestrates the largest private-public land purchase in Georgia history — 32 parcels, 11 developers, $1B+ in development value.
1986
D.J. Miller & Associates, Inc. Founded
Dave founds D.J. Miller & Associates, Inc. in Atlanta — bringing 15 years of public sector expertise into a private practice focused on procurement, economic development, and institutional consulting.
1988
The Nation's First Disparity Study
The firm conducts what is widely recognized as the first disparity study in the United States — anticipating the Supreme Court's landmark ruling in City of Richmond v. J.A. Croson Co. that set-asides require a higher evidentiary burden. The firm becomes one of the most sought-after in the country for legally defensible disparity analysis.
1990s
National Expansion — Airports, Transit, Health Systems
The firm expands its national footprint — conducting disparity studies, procurement assessments, and supplier diversity work for transit authorities, airports, health systems, and municipalities across more than 20 states.
2000s
250+ Engagements — Building a National Track Record
The firm reaches 250+ client engagements and $10B+ in procurement spend analyzed. Major engagements include BART, Philadelphia, Miami-Dade County Public Schools, and dozens of southeastern municipalities.
2020s
Miller³ Consulting — The Next Generation
Dave Miller Jr. (CEO) and Lauren Rosa (Chief Growth Officer) lead the firm's next chapter — evolving from disparity studies into a full institutional solutions firm with the Procurement Intelligence Platform, data systems integration, and a national growth strategy.
