A second-generation leadership team carrying forward 40 years of institutional knowledge — with new tools, new markets, and a deeper commitment to the mission.
Miller³ is supported by a distinguished group of researchers and economists whose academic and institutional expertise strengthens the rigor of every engagement.
Dr. Davis joined Clark Atlanta University's School of Business Administration in 1980 as a professor in the Department of Decision Sciences. He has served as director of the Economic Development Center at Clark Atlanta since 1983, chaired the Department of Decision Sciences, and served multiple terms as interim and permanent Dean of the School of Business. In 2017 he returned to the faculty as Professor and Christine McEachern Smith Chair.
Bringing over 25 years of experience in economic development research, Dr. Subrahmanyam has served as Statistician since 1992 and as Principal Investigator on Miller³ Consulting research efforts from 2006 through 2022. She has developed methodologies for disparity, EEO, housing, and mortgage lending studies, with deep expertise in economics of discrimination, compensation modeling, and use of statistics in litigation. She has provided research and consulting to over 100 clients at the local, state, and national levels.
Dr. Quispe-Agnoli is an Associate Professor of Economics at Mercer University, Atlanta, GA. Prior to joining Mercer, she served as a visiting faculty member at Terry College of Business at the University of Georgia. Before returning to academia, she worked as a Research Economist and Assistant Policy Adviser at the Federal Reserve Bank of Atlanta for fifteen years. She also held roles at the Corporation for Financial Development (COFIDE) and the Central Bank of Peru.
Miller³ operates as a dual-geography team — with a core leadership team headquartered in Atlanta, GA, and a dedicated operations team based in the Philippines. Together, we combine strategic direction, client relationship management, and deep institutional expertise on the U.S. side with rigorous data analysis, research support, and platform development capability on the operations side. This model allows us to deliver high-quality, responsive service at scale across a growing national client base.
Miller³ is actively expanding its team as we grow the Procurement Intelligence Platform and deepen our national client footprint. We look for practitioners — people who've done the work and want to help institutions do it better.
We value institutional knowledge, analytical rigor, and a genuine commitment to the public sector mission. If that sounds like you, we'd like to talk.
